Just one year after the ceremonial proclamation of the European Charter of Fundamental Rights by the institutions of the EU at the European Council meeting of 7 December 2000 and its adoption by the heads of state and government of the EU Member States appears to have marked an important step and point of reference in the current constitutional development of the European Communities. Endeavours throughout many years to arrive at a written document of fundamental rights as well as the increasingly urgent question as to the constitutional structure of the European Union have found a visible expression in the Charter. Not least as a source of reference frequently quoted by individual institutions of the EC and in political public life in the Member States, the Charter represents a milestone in the current quest for the correct procedure when crafting a constitutional structure for the European Union and could serve as an example in this respect. The author Dr. Albrecht Weber is Professor at University of Osnabr ck. The object The Charter of Fundamental Rights shall be made available to a larger circle and to illustrate its provisions through a number of explanations. In the present context one synoptic version of the Charter in the working languages of the Convention will be employed. The target group The work is meant to reach every citizen who is interested in the discussion about a European Constitution.
